A Rather Old Video For Your Viewing Pleasure

I’m not sure how old this video is, or where it was taken, but that seems to be a very young Ken Schrader, Kenny Wallace and Jeff Gordon. It sounds like it might be the first time Kenny Wallace drove an open wheeled car. Can anyone tell me, is that Tony behind those eyes?
